Joseph "Joe" Jeter brings a wealth of experience to his clients. Joe has practiced in Hays, Kansas since his graduation from the KU School of Law in 1971. His practice ranges widely, but he has extensively practiced in several areas including estate planning, corporate and business law, probate, oil and gas law and real estate law.

WILLIAM W. JETER

William "Bill" Jeter joined his father, Norman, and brother, Joe, in the practice of law in 1975. Bill has a wide-ranging civil practice. He has served as County Counselor for Ellis County, Kansas, since 1986, as well as general counsel for several area school districts, including USD 489 based in Hays.

Christopher Sook joined Jeter Law Firm in January 2017 and is now the firm's managing partner. Chris previously practiced with, and was a partner at, the Topeka-based Sloan Law Firm, spending the last five years of his stint there managing that firm's Hays office.

Michael J. Baxter joined the firm in 2014 and ascended to partner in 2018. Michael originally hails from Stockton, Kansas, and practices in several areas, including civil litigation and oil and gas law.

Todd Powell joined the firm as a partner October 1, 2025. Todd has practiced law since 1998 and brings a diverse background in legal matters, having previously been in private practice for 10 years in Hays before joining Jeter Law Firm, but also having practiced at the Topeka firm previously known as Cavanaugh, Smith & Lemon, P.A..

Isaac A. Vasquez is an associate attorney with the firm. Originally from Ford County, Isaac has long standing ties to western Kansas. He joined Jeter Law Firm in October 2025 and became an associate attorney for the firm in September 2026.
